Revised Greece 2.0 plan tilts towards rooftop PV

Under the REPowerEU framework, the "Photovoltaics on Roofs" and "Photovoltaics on Fields" programmes originally provided for 11,580 rooftop PV systems across homes and agricultural holdings, including 900 for vulnerable households and 360 for farmers. Government sources indicate that the Greek Ministry of Environment and Energy has proposed lifting the target by a further 2,000 systems, while keeping the same allocation ratio for vulnerable households and farmers.

The two subsidy programmes were recently extended, with the new completion deadline set for 30 June. The revised plan also lowers targets tied to residential energy-efficiency upgrades, specifically solar water heaters and heat pumps. The original plan called for 161,455 solar water heaters and 36,600 heat pumps, with 28,530 and 3,660 respectively earmarked for vulnerable households.

The adjustment reflects concerns within the Ministry of Environment and Energy over whether the original targets could realistically be met. Under Recovery Fund rules, failure to hit agreed milestones can put European funding at risk. The latest revision of "Greece 2.0" therefore seeks to align targets more closely with implementation capacity, lowering the risk of missed goals while shifting emphasis towards rooftop solar deployment.
