The Swedish Energy Markets Inspectorate (Energimarknadsinspektionen, Ei) will shortly decide on a new model for regulating electricity grid operators' revenues for the period 2028–2031. The proposed approach would remove connection fees from the capital base, value networks at actual acquisition costs and strengthen incentives for cost-effectiveness.

Swedish Solar Energy has already submitted its comments on Ei's regulatory approach. Accordingly, the association welcomes the exclusion of connection charges from the capital base and the reduction of the cost of capital to a more market-based level, but would like to see stronger incentives for grid operators to make use of flexibility rather than expanding the network. It also cautions that parts of the reform may make operators less willing to connect new customers, which risks lengthening connection queues. Ei is currently finalising the detailed regulations, which are expected to be ready this autumn. (hcn)
