Romania’s renewable energy market is gaining strong momentum. The country has completed its second Contracts for Difference (CfD) auction, awarding 2,751 MW of new capacity and pushing the total across the first two rounds to 4.2 GW, taking it well above the national target of 3.5 GW set under the Recovery and Resilience Plan.

Competitive results for solar and wind
The second auction awarded 49 projects, comprising 26 photovoltaic projects with a total capacity of 1,488 MW and 23 onshore wind projects totalling 1,263 MW. This places solar ahead in awarded capacity. Prices for solar PV fell markedly compared to the first round, with successful bids as low as €35/MWh. The results confirm Romania’s position as one of Europe’s most competitive renewable energy markets.

Legal and advisory support
Vlăsceanu & Partners (VLP) played an active role, advising clients in seven successful projects across both solar and wind. Among the winners advised by VLP were Elawan Energy and CLARITAS Investments, each securing CfD-backed capacity under the scheme. The CfD mechanism, which was developed with support from the European Bank for Reconstruction and Development (EBRD) and financed through the EU Modernisation Fund, offers investors long-term revenue stability while enabling renewables’ full market integration. The framework has quickly established itself as a reliable and bankable model for scaling up solar and wind capacity.

Outlook and next steps
Romania is targeting 38.3 percent renewable energy in gross final consumption by 2030 and 44 percent low-carbon sources by 2035. With two successful auctions completed, investor appetite is strong, and the government is already preparing future rounds, including support for energy storage integration. For solar investors, the combination of competitive pricing, a proven CfD framework and increasing policy clarity makes Romania an attractive market in Central and Eastern Europe.
