Greece – half of transmission battery bids set to miss out

Grid operators IPTO and DEDDIE/HEDNO have now reviewed around 720 applications for the merchant battery call, together representing 9 GW of capacity that passed the initial completeness check, with the Ministry of Environment and Energy expecting this next stage of review to conclude within the month. Oversubscription is most acute in the transmission system, where applications total roughly 8 GW against just 3.8 GW of available capacity, while in the distribution network, applications for smaller batteries total around 1 GW against 900 MW available, meaning roughly 100 MW of projects could ultimately be excluded.

Once the priority lists are published, IPTO and DEDDIE/HEDNO will begin issuing connection terms, with IPTO following a sequencing system that alternates in 1 GW blocks between merchant batteries from the call and projects sharing connection points with solar PV clusters. The first 1 GW of merchant projects is expected to enter this process in September, followed by a 1 GW portfolio connected alongside solar projects, and then successive 1 GW blocks until the respective project pools are exhausted.

The category question

A key outstanding issue is which transmission-system categories will form the first 1 GW merchant portfolio, given that the 3.8 GW allocation includes 900 MW under Category A, 250 MW for batteries in lignite phase-out areas and 2.65 GW under Category C for other standalone projects. DEDDIE/HEDNO will follow a more straightforward process, issuing connection terms directly to projects from the call until the 900 MW distribution-network limit is reached.

If no complications arise, the two operators could process projects totalling around 1.9 GW in parallel, though objections could cause delays, particularly in the transmission system, where only around 52 percent of the requested capacity is expected to secure connection terms.
