Chaired by Secretary General for Energy and Mineral Raw Materials Despina Paliarouta, the three-member committee includes representatives from transmission system operator IPTO and distribution network operator DEDDIE/HEDNO, and is tasked with prioritising applications so that initial projects can proceed quickly.

Preliminary ranking lists are expected by June, covering an initial portfolio of around 2 GW from the 4.7 GW submitted, subject to legal clearance to ensure compliance with the tender terms. Of this first tranche, 900 MW will connect to the distribution network, with around 1.1 GW linked to the transmission system.
The process will begin with cross-checking of application lists held by the Ministry of Environment and Energy, IPTO and DEDDIE/HEDNO, followed by a completeness review by the ministry. Within around 15 days, compliant applications will be forwarded to the system operators to establish priority rankings based on the tender criteria.
Greece – study points to room in grid for multi-GW storage
For the distribution network, DEDDIE/HEDNO will rank around 700 applications totalling 2,160 MW, following an initial completeness check. On the transmission side, IPTO will first assess projects in five groups where proximity to substations is not a ranking factor, covering around 30% of the 3.8 GW allocated to the system. Applications totalling around 10 GW have been submitted for transmission-connected batteries. Finalising the initial lists by June is expected to pave the way for granting connection terms to the first 2 GW of projects, with the remaining 2.7 GW to be evaluated later once grid proximity criteria are clarified.
